How to enable Character Interact Wheel?

Hello, I've been meaning to create a story and in my attempt I decided to clear everyone characters story via the CSC. Now whenever I try to interact with anyone via left click the interact wheel which usually contains "Inspect, Talk to, and Give" no longer triggers to appear. I can't interact with anyone so I cant really continue on with the story. I'll keep on trying to figure it out but any help would be appreciated.
