Hi was just wondering when a new custom story creator would be coming out , i really like the looks of the new Leah character and would like to make a custom story involving her.

CSC is generaly published one week after the stable release, so you might have to wait... a bit longer.

Yep we're a few weeks away. The new update is very large (overall scripted content size increased by over 25% alone) and includes a number of new additions to the CSC and a few fundamental changes in the way it is going to work. So...hold onto hats and stuff.
