saw that 10.2 gets released to beta testers on july 5th. just wondering if that could mean a 10.2 full release by the end of the month?

Nope.
0.10.2 will NOT be published on steam, gamejolt or whatever other platforma than patreon, as it is a beta build (note: neither are alpha builds).
A future version (0.10.3 ? 0.10.4) which will be a stable build will be published on all plateform once it's ready.
