Since you can now start this quest by talking with Derek, when setting up Ashley revenge, the current quest description is not correct one.

Hmm. Now that I've got both Rachael and Vickie's number. Instead of spoofing Rachael, maybe I could just invite Vickie to the party...

It should be changed to be more generic, since at that point of time you may not have Rachael number.

Additionally, I do not think this quest was ever shown in 0.8.8.

And I think the reason for it was that you can not fail or complete any quest that was never in progress.

Looking into story scripts:
Calling Rachael is supposed to fail the quest.
And getting number from Madison is supposed to complete it (bug? no trigger for calling with spoofed phone?).

But before 0.9.2 Derek dialogue, there was never any trigger to put this quest in started state.
