Story Creation Tool Problem?

I just tried to download version 21.2 of the custom story creator tool but the link seems to be
dead. It blinks and then does nothing. I even tried opening it under a new tab and the tab pops
up and then disappears right away.
It the creator not working or become inaccessible for some reason? And here I got up the guts
to download it and try my hand at creating agin..
