I just downloaded the Frank update (which I am pretty excited about) and now my game is censored again. When I try to download the uncensored DLC it just won't download at all. Is there possibly any other way to obtain the uncensored patch?

Steam can be a bit wonky and just play the game instead of downloading the DLC. Check out that link for a variety of steps that have helped other customers.
