We are not adding more characters at the moment nor additional contents outside the roadmap. Rest assured, if we decide to add more content we'll take your suggestions into consideration my brah.

This would required some physics that are not implemented in the game clothes management.
Due to the fact that HP is almost "feature complete" (frank update its on its way, left: vickie & female playthrough), i don't think this will be implemented in HP.
You may get that in next game, but no guarantee.

My first thought was that you wanted scissors to run with.

For cutting hair, maybe they could add hair to the list of bodyparts. Like bodypart Ashley hair 0 to make her bold. Or maybe a hair command to select different hair styles the way we select different poses. Haircolor while they're at it. Or a menu with just the existing hair styles where you can do things like put Brittney's hair on Leah - so they wouldn't have to create any new hair at least.
