I've been playing around with the console commands a bit and I noticed one common command not implemented was a pause/freeze AI command. I used this a lot in Witcher III to do freecam freeze frame screenshots,and it can be handy from a cheat user perspective to help stop stuff from happening so you can just explore. Good alternative to the teleport command too or the lock movement one since it keeps them in the place you want without interaction.

Unfortunately right now there's no way to freeze everything BUT the Player. If you want to disable interactions between NPCs you can remove various states like AbleToSocialize. For capturing screenshots the timescale command is likely your best bet.
