I can get the npc's to not emote when the player takes their clothes off around them by adding the UnableToEmote state, but this only prevents the animation from playing, the npc still vocalizes a reaction (the "ooooh" or "*gasp*" voice acting). Is there any way to keep the sound files from playing?

And if not, is there any combination of personality or social traits I could temporarily assign to the npc to give them a neutral reaction or no reaction at all when they see the player naked?

I think you can add ExposesGenitals reaction for each of the girls and just keep it empty.

I have realized that NPCs have default behaviors for some type of reactions if the corresponding reaction type is not part of their scripted behavior.

Some of the reactions are based on the settings like shyness and personality traits. Those can affect reactions and change moods.
