I can't seem to find a way to make characters react to being hit with a Starbomb. Am I missing something?

I've tried to make sense of their interaction with the hottub, but I'm pretty new to this.

Did you try the Poppered Me reaction type?

I just gave Poppered Me again, it's definitely not working for me. I made sure that poppers do trigger it, and any other objects seem to work using Gets Hit With Projectile. I guess Starbombs just don't make any physical impact when they burst.

Oh, I forgot, they only trigger a PopperedMe when used on the Fire Pit, and for characters roughly within default "highlight"/interaction radial distance.

And I see the issue that may be preventing them from triggering a Gets Hit With Projectile event. I'll try to take care of it for the next update.
