Layered clothing issue

I reworked every single event which changes clothing by adding extra criteria to each event and still it won't work right. What am I doing wrong here?
First the girl is stripped totally naked, then her clothing is added based upon the criteria that the clothing is infact missing. Yet it still overlaps. How do I fix this for my next mod version.

Some characters have layered clothing, like Madison and Rachael with their bra and top.

While some do not, like Amy or Katherine (or even player). In those cases you need, for example, to remove bra and add shirt, to get correct looks.
