I’m a total noob at this Unity thing but I’m slowly coming around. I have successfully exported a story. I’m using it to learn so it’s very limited. I’ve run into a problem. I can’t figure out how to export characters. Some I’m left with an empty house. I’m using HPSC 0.11.3 with Unity 2018.2.11f1. Please help!

When you export the story, all the characters come with it. It exports everything at once. Couple of questions:
Did you start by double clicking the "Load me first" file?
Does your story folder have the "Characters" folder and files?
Do the character file's "Story Name" match that of your custom story?

I do start it by double clicking the “Load me first” file.
I made a copy of the original story and the characters subfolder. Renamed it to preserve the original.
I did unlock the “Story Name” field to match the story.

I found the problem. It was a noobish mistake. If quests are not found for characters they are removed. Thank you very much for your help.

That's odd. I did not know that. Hmm. I must test this
