Is there a way to revive a dead character?

i'm not sure you can "kill" a NPC per se, just KO them.
Maybe check on how patrick KO by frank / madison is done on original story. That may give you the lead you're asking for.

Ok, I just want to know something simple. Can a knocked out character function in the game again after being knocked out? Will they remain knocked out for the rest of the game?

In original story, patrick can get beat up many times. I think there is even an achievement for that (5times in one playthrough).
Just look at how it's done in original story scripts
