I would love to know this too, as I've put everything regarding Custom-Story-Creation aside for quite a bit now.
Please someone with a little bit of insight answer this.

It appears that there is no publicly available version 1.3.x of the CSC software at this time. However, the most recent available versions of CSC-related applications are higher, such as 1.8.0, which is available for some platforms like Windows and mobile apps.
