Completing the Palectric Feel opportunity results in Patrick being completely sober. However, if you subsequently send him to get his phone from Brittney, they both act as if he's still drunk. You still have to give him coffee. So either the Phonegate/Fuck Tuesday sequence needs some adjustment or Palectric Feel should leave him still at least a little buzzed...
The new additions from 13.0 to 13.1 are fun, though!
