I can look through the photos (but I cannot send them to myself) and talk to Ashley about them who tells me I need to contact Vickie, but I’m not able to call her even though I have her number and Franks phone. Is there a dialogue glitch here or am I missing something?

I think, you mean patrick's phone, not frank's.
Anyhow, you might need someone else to send the message to vickie using that phone.

Sorry yes I meant Patrick. I already went the route of Rachael, how would I go about contacting Vickie now? Is there even a way? Every time I talk to Ashley she says how is the plan coming along, but I can’t call Vickie, save the photos, or give Madison her phone back. I’m at a loss.

without cheating, there is no way. Rachael dares & vickies coming are two differents paths, mutually exclusive.
