[0.8.8] [0.9.2] Some actions unintentionally applied to loading the save, instead of once at game start

Game uses trigger to apply action on loading the game, with additional condition to do it once on game start in some situations.

There are couple scenarios in original story, where condition is applied on every save load, instead of NewGame, that look to be bugs.

1) Derek getting +6 friendship points on game load
2) Frank getting Combat:Skill=6 on game load (not issue now, since it is not modified during the game)
3) Stephanie getting Dancing:Skill=6 (issue with reward for Whipped Cream, since reload would reduce skill from 9 to 6)
4) Vickie getting state=18 added and roaming disabled

All of these look to be something that should apply once, and not continuously.
