Liz Katz Vent Puzzle Bug

During the last parts of the Liz Katz quest, when you have to close the vents and tell the characters to meet in the garage, the game bugs out and makes it impossible to continue the quest. All of the vents can be closed regardless of their color and after closing them all, nothing happens. There's no pop-up saying to remember to talk to Frank, Leah, Ashley, and Madison, and they never go into the garage, just giving the note "They seem busy." I'm trying to get all the achievements, and this makes it impossible without using a command to finish the quest, which also disables achievements, so this save is completely stuck for now.
