[0.21.1] Long load times

My PC meets all the specs for the game, but loading into new and saved games can take up to 10 minutes. The game is on a HDD because I have limited space on my primary SSD, but I wouldn't think it would make that dramatic a difference. Is this normal or are there troubleshooting steps I can take to resolve it?

I have the vanilla game, no mods. I did download a few Custom Stories, however.

Can you recreate/reproduce this issue, wait for the game to load (Original Story, please), and then provide me with a player.log file and Debug Log?

You may also want to take a look at the article on security software (AV) etc. Could be factoring into the load times.
