I bought the game on Steam, but it still on version 0.8.8. Steam says the game is already in his last version.
Is that normal?

Yes, it is normal.

0.9.0 is Alpha for Patrons, while Steam has Early Access version that only has stable releases, as far as I'm aware.

You have to become a patron supporter to get 0.9. I did last night. It's still going through bug testing! It'll be released soon!
