diched the two RX 580 8GB strix crossfire for nvidia RTX 2080 8GB strix
as a dream...

Crossfire/ sli are not the best configuration to play game.
Like old programs which doesn't handle cpu's multicore, game engine doesn't really support well the multi-gpu computation.

With Card A twice good as card B, 2 card B won't match perf of card A. Like human team works: it's not because you double the team that stuff will be done twice fast

So this statement doesn't shock me. I guess crossfire is poorly supported by the game engine, thus the wrong perf.
I have a 580 too and the game works fine.

Also an issue can be an older spinning hard disk
Mine started to get problems and I replaced id by a Samsung NVMe SSD 970 Pro 1TB, M.2
That made it start faster and less lag
