Preliminary 0.14.4 Translation Templates

Hey all, for those interested, here is an early version of the translation templates for 0.14.4, if anyone is working on a translation and wants to get started. This should cover the vast majority of the content.

Once 0.14.4 is live and the final templates are available, you can ignore this post...if we forget to take it down.
