1) Will occur when we redo the input manager.
2) In-game? This is already the default behavior. If the number of response options from an NPC enlarges the scroll field, you can mouse wheel up/down. I just confirmed this in the Steam version.

Number 2 was meant inside CSC. Some of the NPC dialog from the original game would have 50-100+ lines of dialog. Using the up and down click buttons is slow at one line at a time. Scrolling the list via mouse wheel would be faster. Page up and page down buttons would also help.

3. A form of dialog that doesn't require a response with a delay parameter for how long it shows on the screen. This would eliminate a dialog that forces user action until it is responded to.

Ah ok I understand #2 then. Yeah...that can be quite tedious.
We have an idea we've been mulling over for a "background chatter" system that would basically be a non-interactive way for NPCs to talk to each other (think idle Skyrim "arrow in the knee"/GTA5/general RPG NPC banter), so #3 sounds kind of like that, or could derive from such a system.
