Flashing isn't just lifting a cloth for some seconds without removing it? It would require animation but also a new cloth mechanic, right now only some clothes like Stephanie dress allow it.
We aren't going to add complex/dynamic cloth physics or behaviors. The best we can do at this time would be transitional animations for the characters only.
This is pretty much what I meant with the OP. Can't wait to see it implemented sometime in the future!
