It indeed is. This has been going on well over a year, over many different driver updates.

This has been happening for a while but when I'm in a dialog and try to look around with right click, the camera bugs out and jumps all over the place. Holding it and trying to look around gives a real bad stutter and it often just aims at the ceiling. The game is up to date. WIndows 10 FX 6300 Rade...
