Edit Ah now I see it hah. Yea when I put clothes on I put on both bra and top. A quick fix to just not put on the ...

I think there is some bug in the game. I did make it male only, but the setting only seems to affect this story as a custom story. When overriding the Original Story it seems to ignore the setting.
