When I loaded a house party. frank wasn't sitting on the chair next to cabinet. and i don't see frank around the house.

He may have spawned outside of the map and got stuck somewhere, did you try warping him to you?
In console put "warpto frank player"

Yep the console command will fix it. Otherwise, we are going to address that bug as soon as we're able to!
