Why does nearly every character look like a mannequin?

This is the first time I've played this game in a few months and after I load into a new game completely fresh, nearly all the characters look like mannequins? Their skin is all the same colour and barely any features?

Not every character is like this but like 90% are. Any ideas?

You know, it's weird to have found this post. I haven't encountered this as a widespread issue, but last night I noticed this during the loading screen. The bigger game grump guy (I forget which is which) was on there and he was all pale and weird-looking, just like this.
I didn't think anything more of it, cause for me it was just an isolated incident.
