I got up to the part where Katherine asks me to jam the Grumps' balloon. I stood outside for 5+ minutes after turning on the Jammer. Nothing happened. I went back inside and Katherine had more dialogue about getting her 100% and flashed everyone.

Am I missing something? I followed the walkthrough to get this. I don't get what I'm missing. Is there a console command to force them to show up?

Did you do any of Rachael's dares? Recently had a bug pointed out to me that could cause such a thing to occur. It's fixed for the next update.
