I have the same problem with HPCSC.0.6.2, but the user interface of my unity is different from what you show in the image.

Under "Character Story (Script)", I only see the following items:

Story Editor Version = 0.5.0
House Party Version = 0.8.3
Original Character = Ashley
Story Name = Original Story
Currently Viewing = Character Personality

It seems that the version of my unity program (which is downloaded from unity's official website a few weeks ago) is different from yours.

The version of my unity is "Unity 2017.4.0f1 Personal".

Is this why we see the ERROR and blank dialogue?

My interface is likely different in that screenshot because I customized it to be that way. What you're describing, other than the errors, sounds normal. Being an incremental version behind shouldn't matter. I am using 2017.4.1f1 Personal for little HP CSC things on my laptop and it works the same as it does on my desktop where I use the LTS release.

Here is what the 0.6.2 HP CSC looks like for me from fresh install to having loaded the StoryCreator (Load Me First) scene, to selecting a story in the inspector. I have yet to see any errors in this version:
